President Donald Trump has issued an immediate six-month suspension of foreign student visas to Harvard University, an unprecedented move in the growing dispute between the administration and America’s most elite academic institutions.

National Security Justification

The announcement, made on Wednesday, prohibits foreign students from coming to the United States to study or take part in exchange programs at Harvard. Trump justified the surprising action by citing “national security” as a concern and stating it was “detrimental” to American interests to continue to welcome foreign students at the Cambridge-based university.

The directive, in particular, accuses Harvard of forging “far-reaching entanglements” with other nations while still “disregarding the civil rights of its students and faculty.” Trump’s order also requires the Secretary of State to review stripping current visas held by international students who are already enrolled at the school.

Harvard Pushes Back

Harvard officials immediately denounced the move as “retaliatory” and vowed to keep protecting their international student body. The university described the action as “another illegal retaliatory move by the administration in disregard of Harvard’s First Amendment rights.”

The latest showdown is the result of Harvard’s defiance of a chain of White House ultimatums made last April, which has ignited a court fight that has been building steam for months.

Legal Battle Heats Up

The suspension of the visas follows closely on the heels of a federal judge’s halt of the Department of Homeland Security’s extension of a similar ban to international students at Harvard. A second judge upheld the ruling last Thursday, creating a longer-term stay that would permit foreign students to stay in school while litigation continues.

The White House alleges Harvard didn’t report sufficient information on “foreign students’ known illegal or dangerous activities,” reporting on only “deficient data on three students,” as officials described it.

Effect on Foreign Students

The proclamation casts the academic future of thousands of foreign students in doubt. Harvard is currently admitting close to 7,000 foreign students for the 2024-2025 academic year, accounting for 27% of all its students.

The timing especially impacts Chinese students, Trump recently pledging to “aggressively” withdraw visas from Chinese nationals studying in the US.

This move is part of the broader Trump administration campaign against higher education institutions. The White House earlier on Wednesday threatened to revoke the accreditation of Columbia University for supposed civil rights abuses against Jewish students, as evidence of the administration’s heightened focus on campus antisemitism during ongoing Gaza war protests. The suspension can be further extended beyond the initial six-month term, leaving Harvard’s international community in a state of flux as legal action continues.
