Victoria Proposes Tough New Renewable Energy Rules for Data Centres

Victoria has proposed new rules requiring future data centres to secure their own renewable energy supply and storage while also covering the costs of grid connections and network upgrades.
The measures form part of the state government’s Sustainable Data Centre Action Plan, unveiled by Premier Ben Carroll on Tuesday.
The Victoria data centre renewable energy rules are designed to manage the growing demand for electricity, water and land from facilities supporting cloud computing and artificial intelligence.
Carroll described the proposed framework as the strongest and clearest set of data centre rules in Australia.
The plan would also restrict new facilities from residential zones and locations near schools and childcare centres while requiring operators to use recycled or non-drinking water for cooling.
Under the proposed framework, developers would also take responsibility for traffic management during construction and operations.
The Victoria data centre policy comes as Melbourne's data centre market continues to expand, with the state government reporting more than 50 operating facilities as of mid-2026.
Developers Face Higher Infrastructure Responsibilities
The proposed data centre renewable energy rules in Australia would effectively require developers to secure generation and storage alongside their facilities. Industry observers say this could increase capital requirements, particularly for smaller and mid-tier operators that may not have the balance sheet of major hyperscalers.
The government says the approach is intended to prevent rapidly increasing data-centre electricity demand from placing additional pressure on Victorian consumers and infrastructure. The rules would also require developers to fund relevant connection and network upgrade costs.
Water Use Also Comes Under Scrutiny
The Sustainable Data Centre Action Plan introduces tighter expectations around cooling water as AI infrastructure expands. Victoria says data centres currently account for less than 1% of the state's drinking water used for cooling, but the proposed framework would push new facilities toward recycled or non-drinking sources.
The drinking water ban proposal in Victoria’s data centres is therefore more accurately understood as a restriction on using potable water for cooling rather than a ban on data centres themselves.
Victoria Balances AI Investment with New Rules
The Ben Carroll data centres policy still aims to attract investment. The Victorian Government says its A$5.5 million action plan could help unlock projects worth up to A$25 billion while the wider Australian data-centre investment boom is expected to grow substantially through 2030.
