FBI’s Verdict on Epstein Files and Allegations

WASHINGTON — A huge cache of internal Justice Department files has provided new insight into why the F.B.I. concluded that its two most senior leaders were not following the evidence when they cleared Hillary Clinton in a separate inquiry while ramping up their investigation into Donald J. Trump’s 2016 campaign. The documents, which are part of a new transparency law, confirm that Epstein was a prolific abuser, though they do not appear to provide any support for some prominent conspiracy theories or other allegations. It was found that his “client list” and blackmail videos were not being used by him and Ms. Maxwell, who were close associates, to extort busy men in high places into doing their political bidding on important geopolitical matters such as Middle East gerrymanders.

Investigators spent years searching Epstein’s private islands and lavish homes in New York and Florida. They poured over tens of thousands of emails and bank transfers to academics and politicians. Ultimately, prosecutors wrote that they were unable to locate a single video or photograph showing other powerful men joining Epstein in his crimes.

The Hunt for the ‘Client List’

For years, social media and news stories have alleged the existence of a secret Epstein list, containing the names of powerful people who flew on his “Lolita Express”. Officers have some reason to believe such a thing exists. But internal F.B.I. emails dating as recently as late 2024 indicated that top officials were seeking to determine if agents had such a list at all.

The response from the lead agents was a resounding “no.” Although Epstein kept a “little black book” of contacts, investigators found no indication that it served as an accounting ledger for criminal activity. They also responded to allegations by senior officials who said they had a list of clients on their desks. The FBI files reveal that those claims were false; no such list was ever found despite having looked on every one of Epstein’s electronic devices.

Scepticism Over “Trafficking” Claims

Another widely-known accuser, Virginia Roberts Giuffre, has for years alleged that Epstein “lent her out” to his wealthy pals. The FBI took those claims seriously and interviewed her several times, but the files indicate that they had difficulty determining whether there was evidence to back up her story.

Two other women who Giuffre said were trafficked with her told the F.B.I. that it was not so. Investigators interviewed dozens of victims, and none, other than Giuffre, reported being instructed by Epstein to have sex with other men. Prosecutors said some of Giuffre’s accounts in the public record were “demonstrably inaccurate” and differed from those in her statements to agents.

No “Blackmail” Videos Located

Another theory that circulated widely was that Epstein somehow secretly filmed compromising footage of his powerful guests and then used it to blackmail them. Investigators stumbled upon a trove of disturbing material, including nude photos and some illegal images Epstein downloaded from the internet.

But they did not locate any one video of an influential individual abusing a victim. None of the footage taken from his homes implicates anyone other than Mr Epstein and his partner, Ghislaine Maxwell, according to a 2025 memo. If there had been such leads, prosecutors said they would have vigorously pursued them.

Why the Case is Closing

The disclosure of these millions of pages is likely to present the clearest picture yet of why no “big names,” as it were, were ever charged with wrongdoing. Although names including Prince Andrew and Les Wexner are contained in the files, prosecutors determined there was insufficient evidence to bring federal charges against them. Some, like Prince Andrew, declined to be interviewed at all; others persuaded the F.B.I. that they had no inkling what Epstein was really up to behind closed doors.

With Epstein deceased and Ghislaine Maxwell behind bars for 20 years, the U.S. government has mostly sought to close the book on the case. Many people continue to hold out the belief that there is more to this story, but as the FBI’s own internal documents demonstrate, any “global conspiracy” suspects feared, appear in fact to have been a lone predator and his nearest accomplice.
