Brazil Commits $444M to AI Supercomputing with US, China Firms

Synopsis

The government is directing 2.3 billion reais into AI projects, with 1.3 billion reais earmarked for a Huawei- and iFlytek-backed supercomputing facility in Rio de Janeiro and the rest spread across projects involving US firms.

Brazil has announced investments worth 2.3 billion reais (about $444.2 million) to strengthen its artificial intelligence ecosystem, backing projects involving both Chinese and U.S. technology companies.

The move reflects President Luiz Inacio Lula da Silva's strategy of expanding the country's AI capabilities while maintaining balanced ties with both global powers.

Of the total investment, 1.3 billion reais will support a supercomputing infrastructure project in Rio de Janeiro, developed in partnership with China's Huawei Technologies and iFlytek.  

According to the government, the facility will be used primarily to develop large language models for both general-purpose and industry-specific AI applications.

Nvidia Tipped for Brazil's Flagship AI Supercomputer

The remaining 1 billion reais will fund a tender for a new AI supercomputer that Brazil expects to rank among the world's 10 most powerful AI processing systems. The machine will be installed in Rio Grande do Norte, a northeastern state selected for its strong energy potential.

Government officials expect Nvidia to win the contract, although the tender has not yet been finalized. Science and Technology Minister Luciana Santos had earlier indicated that the U.S. chipmaker was the likely supplier.

The government said the investments are designed to reduce dependence on any single country or technology provider while strengthening Brazil's control over its own data infrastructure. The projects will be financed through the National Fund for Scientific and Technological Development (FNDCT) with the new supercomputer expected to begin operations by the end of 2027.

Broader AI Strategy Extends Beyond Supercomputing

Alongside the infrastructure projects, Brazil announced a partnership with Spain to develop semiconductors based on the open-source RISC-V architecture. The government also plans to establish a Brazilian cloud-computing service through public-private partnerships and create a national center focused on algorithmic transparency and trustworthy AI at the Federal University of Minas Gerais.

The announcement comes as Brazil seeks greater technological independence while navigating its economic relationships with both Washington and Beijing. China remains Brazil's largest trading partner while the United States continues to be the country's biggest source of foreign direct investment.

With AI becoming a strategic priority worldwide, Brazil's latest investments signal its ambition to build domestic computing capacity and strengthen its position in the rapidly evolving global AI landscape.
