Meta Launches Muse Glimmer as Zuckerberg Pushes Open-Weight AI Strategy

Meta Muse Glimmer AI has opened its doors after developing a 30-billion-parameter model which is set to run on local consumer computers rather than in the cloud as CEO Mark Zuckerberg pushes for less regulation of open-weight development in the U.S.
Using just one graphics card, the same as the desktop version, Muse Glimmer will run on Mac or PC personal computers, according to Meta. The August 10 launch details state that it has been released under the Apache 2.0 licence.
Meta Expands Local AI Model Strategy
Meta Muse Glimmer is an open-weight AI model as part of a growing trend towards more compact and versatile systems that do not rely on cloud infrastructure. The model, according to Meta, is designed to be used in a range of applications including coding and other computer-intense functions.
Meta will also make available the weights of Muse Spark 1.2, which Zuckerberg described as the most powerful AI model we’ve ever built. Meta will establish a system of independent governors who will review and endorse subsequent releases of the Muse series of models based on their adherence to safety standards.
In a 6500-word essay published along with the launch, Zuckerberg laid out his plans to loosen restrictions on the development of open-weight AI, the use of data and AI infrastructure. He also noted the competition with Chinese counterparts.
With the introduction of the Meta open-weight AI model comes the U.S.’s position as the leading producer of groundbreaking models. According to the 2026 AI index report by Stanford University, there are 59 significant artificial intelligence (AI) models in the United States for 2025, compared to 35 in China.
The U.S. and Chinese models have been in a competition to be the best AI for much of 2025, according to the report. For instance, in March 2026, Anthropic’s leading American model was 2.7 percent better than its closest competitor in China.
The release of the Muse Glimmer 30B parameter model is yet another step toward allowing companies in Australia and the U.S. to adopt more intensive AI approaches on their own devices rather than relying on large-scale cloud infrastructure.
Meta’s AI Spending Continues
The social media giant reported revenues of $60.80 billion in second-quarter revenue, an increase of 28% from last year. The operating income was $18.8 billion, compared to a drop of 14 percent in the net income to $15.85 billion.
Meanwhile, the Meta capital expenditure for the quarter were $31.08 billion and for the full year 2026 are anticipated to be in the range of $130 billion to $145 billion.
Meta Muse Glimmer open-weight AI launch is, therefore, a significant investment in the computer chips needed to develop and operate more sophisticated artificial intelligence.
