Global Leaders Meet in Africa for G20 Summit

The​‍​‌‍​‍‌​‍​‌‍​‍‌ G20 summit with major economies is going to take place in South Africa on Saturday, a gathering the United States decided not to participate in. The leaders were having a hard time agreeing on a draft declaration that was made without the US. A senior White House official described the surprise move as a very "shameful" act. G20 envoys have reached an agreement on a draft leaders' declaration ahead of the summit in Johannesburg this weekend. 

Most of the points to be discussed in the meeting were related to climate change. The document was prepared without the need for US agreement. Four individuals acquainted with the matter spoke on this ​‍​‌‍​‍‌​‍​‌‍​‍‌Friday.

Draft Includes Climate Change, Despite US Objections

One of those sources confirmed late on Friday that the draft made references to climate change. This happened despite objections from the administration of US President Donald Trump, who doubts the scientific consensus that warming is caused by human activities. Trump has said he will boycott the summit because of allegations that South Africa's Black majority government persecutes its white minority. These allegations have been widely discredited.

US​‍​‌‍​‍‌​‍​‌‍​‍‌ president is also among those who have dismissed the list of issues presented by the host country. The said agenda deals with the gathering of the global community and giving a helping hand to the developing countries to be weather resilient, to move to clean energy sources and to be relieved from the burden of their debts. 

The refusal has been a barrier in the way of President Cyril Ramaphosa showing how South Africa is deepening multilateral diplomacy. However, some of the analysts have the opinion that the absence might be a good thing for the summit if other members speak out in favour of the summit and take real steps towards a common ​‍​‌‍​‍‌​‍​‌‍​‍‌declaration.

Agreement Was Reached By Leaders Making Concessions

It was not clear what concessions had to be made on the language to get everyone to agree. The United States had objections to any mention of climate or renewable energy in the discussion. Some other members are often hesitant about it, too. Three out of four of South Africa's planned top agenda items are largely about climate change: preparing for climate-caused weather disasters; paying for the transition to green energy; and making sure the rush for critical minerals benefits producers.

Number​‍​‌‍​‍‌​‍​‌‍​‍‌ four was an equitable borrowing system for poor countries. The United States will be the host of the G20 summit in 2026. The South African presidency did not accept the White House proposal to send the US chargé d'affaires for the G20 ​‍​‌‍​‍‌​‍​‌‍​‍‌handover.

Trump's Claims About South Africa Widely Rejected

Experts​‍​‌‍​‍‌​‍​‌‍​‍‌ and witnesses largely dismiss Trump's assertions that white people are being persecuted in South Africa. Subsequently, it has been trying to establish a society that is fair to all. There are still issues, and many of the disadvantages that came from the past are still there, but the notion of whites being systematically persecuted has not been supported by any facts.

Most of the commentators interpret Trump's boycott as being influenced by his distrust of the need for climate change measures. In fact, he took the United States out of the Paris climate agreement during his first term. Well,​‍​‌‍​‍‌​‍​‌‍​‍‌ it was during his first term that he actually removed the United States from the Paris Climate Agreement. However, he has been very inconsistent in that he kept undermining the scientific consensus on climate change while, at the same time, he kept disregarding the increasing evidence.

One very obvious example of this behaviour is the fact that he was not at the summit in South Africa. Trump not being at the meeting is, therefore, by default, making a statement that a US-led global fight against climate change is off the table. Consequently, America's absence is resulting in the loss of a leadership role for the ​‍​‌‍​‍‌​‍​‌‍​‍‌world.

Still, China, the European Union, and other powers might be willing to take over and lead the way. For South Africa, not having America at the summit that it is hosting is both a difficulty as well as a ​‍​‌‍​‍‌​‍​‌‍​‍‌chance. The challenge is that the US's absence diminishes the summit's importance. The opportunity is that other nations may find it easier to reach an agreement without American objections.

Other Nations Push Forward Without America

Work continued despite the boycott, with envoys agreeing on a draft declaration. Other G20 diplomats negotiated text containing climate language in anticipation of the fact that the United States would not sign on. That is a break from how these summits usually work: all members must agree on something before it becomes official. But with America refusing to participate, others moved forward anyway.
