Synopsis

New Zealand will allow investor migrants to direct part of their required visa investment into approved philanthropic projects from June 1. The policy change comes as countries including Australia, Portugal, and Canada continue reshaping investor migration systems. Official figures show New Zealand’s revised investor visa program has attracted NZ$4.26 billion in potential investments.

New Zealand expanded its golden visa framework to include philanthropy-linked investments as global investor migration programs continue shifting amid tighter rules and growing scrutiny in several countries.

Key Highlights

  • New Zealand will allow part of golden visa investments into approved philanthropic projects from June 1.
  • Revised investor visa settings have attracted 730 applications worth NZ$4.26 billion in potential capital.
  • Australia, Portugal, and Canada previously tightened or ended major investor migration pathways.
  • Growth category applicants must still invest at least NZ$5 million over a three-year period.

New Zealand is expanding its golden visa program at a time when other countries are cutting back on investor migration schemes, launching a new philanthropy investment path within the Active Investor Plus visa program.

Up to 20% of the NZ$5 million investment for the Growth category of the New Zealand golden visa program will now be eligible to be directed to approved philanthropic projects. The rest needs to go into investments that promote growth, like business investments and managed funds.

The switch is months after New Zealand lowered thresholds for investors and scrapped English language requirements to draw in more foreign capital and high-net-worth migrants.

Investor Capital tops NZ$4.2 Billion

New Zealand immigration data released on May 20 reveals that the new Active Investor Plus system has already been receiving 730 applications since the changes were implemented in April 2025.

The figures for those applications are potential investments of NZ$4.26 billion. Of the 608 applications submitted under the Growth category, 122 were submitted under the Balanced category, officials said.

A total of 599 applications have been approved in principle and 288 residence visas have been issued so far. The NZ$1.69 billion already pledged under NZ's investor migration program has been committed, immigration authorities said.

The latest changes were confirmed by Immigration Minister Erica Stanford.

The landscape of investor migration remains dynamic

The New Zealand golden visa update coincides with other residency-by-investment programs being open to political and economic questioning.

In response to a government review of the Scheme in 2024, which suggested that the pathway did not provide broad economic value, Australia ended the pathway to the Significant Investor Visa. Meanwhile, Portugal has recently implemented stricter conditions for property-based golden visa in the year 2023, in order to address concerns around housing affordability.

Other nations such as United Arab Emirates and Singapore are still welcoming investor migrants via other residency routes, and Canada had earlier stopped its federal immigrant investor program.

The current Henley & Partners investment migration report indicated that the demand for investment migration remained high in 2025, continuing to rise in the search of global mobility and alternative ways of obtaining residency for the wealthy.

There are broad changes to immigration under way

The government also made changes to the English-language requirements for some lower-skilled visas, and confirmed two new skilled-visa pathways are planned for later this year, in addition to the New Zealand golden visa adjustment.

The updated rules are part of a wider revision of the immigration policies that are already in place in a number of visa categories.
