Russian President Vladimir Putin is in India for a two-day visit. Before the annual summit between the countries, Prime Minister Narendra Modi greeted him with a warm welcome. A number of deals are expected to be inked between Delhi and Moscow during this visit. The trip comes a few months after the US escalated its pressure on India to stop buying oil from Russia. It also happens as US President Donald Trump's administration has been conducting a series of discussions with Russia and Ukraine in efforts to conclude the conflict.
Russia Requires India As A Market For Oil and Arms
India and Russia have maintained an alliance for many years. Putin and Modi enjoy a rapport. What makes India so important to the Kremlin? To begin with, consider the statistics: A population approaching one and a half billion; expansion exceeding 8 per cent; India ranks as the fastest-growing major economy globally, making it an exceptionally appealing market for Russian products and commodities, particularly oil.
India ranks as the biggest consumer of crude oil globally and has significantly increased its purchases from Russia. This wasn't the situation previously. Before the Kremlin launched a full-scale invasion of Ukraine, Russian oil accounted for 2.5 per cent of India's imports. That share surged to 35 per cent. India benefited from price cuts driven by sanctions imposed on Moscow; meanwhile, Russia faced limited access to the European market. India was content while Washington was not.
Trump Implemented Tariffs on India
However, Russia is lacking in labour and is looking at India as a possible future supplier of skilled manpower. But still, the choice is not without the impact of geopolitical factors. The Kremlin wants to show that in spite of the sanctions that the West has imposed on Russia because of the war in Ukraine, Russia is not alone. So, a meeting with Prime Minister Modi is one of the means to deliver that message.
President Putin is eager for India to continue its purchases. For Moscow, selling weapons to India remains a focus. This has been true since the era. Prior to Putin's visit, reports emerged that India intends to purchase Russian fighter jets and air defence systems.
Russia is dealing with a workforce deficit. Views India as a valuable pool of skilled workers. However, geopolitical factors also influence this approach. The Kremlin aims to show that Western attempts to isolate it due to the conflict in Ukraine have been unsuccessful. Visiting India and engaging with Prime Minister Modi is one method to convey this.
Similarly, journeying to China and engaging in discussions with Xi Jinping serves the purpose. Putin took this action three months ago; during that trip, he also met Modi, avoiding any condemnation of Russia's invasion of Ukraine. The image of the three leaders grinning and chatting was expressing a bar: in spite of the fact that Moscow was at war in Ukraine, it had supporters, who were influential partners and endorsed its vision of a multipolar world.
Diplomatic Balance Between Russia and India
It is a time of crisis for Modi and his global ambitions when Putin comes to Delhi. The India-Russia relationship goes back to that era and has remained, in spite of the changing geopolitical environment, Putin has arguably invested effort and focus into this partnership than any previous Russian leader. Regarding Modi, even though he faced pressure from Western nations to condemn Russia for its actions in Ukraine, he insisted that dialogue remains the sole solution to the conflict.
This demonstrated India's exercise of autonomy. Modi held a position in the geopolitical landscape, maintaining proximity to Moscow while simultaneously engaging the West. This approach held until Trump reassumed the presidency. Recently, India-US relations have deteriorated to their worst point in several months. Both nations have been unable to break the tariff impasse. In this scenario, Putin's visit carries more importance for Modi than ever. It will challenge India's independence. He'll be navigating the diplomatic balancing act here.
