The US and Canada will resume trade negotiations after Canada stepped back from introducing a new digital services tax that would target prominent US tech giants such as Google, Meta, and Amazon. The 3% tax was to be implemented on Monday and would cover revenue earned from Canadian consumers since 2022. But hours before it was to become effective, Canada reversed the move.
This action came after a direct ask from US President Donald Trump to Canadian Prime Minister Mark Carney last month over the weekend. Later that week, Canada's finance ministry affirmed that negotiations on trade between the two nations would resume, with the aim of sealing a new agreement by July 21.
Trump's Tough Stance Pays Off
The White House was pleased with Canada's decision. Press Secretary Karoline Leavitt informed journalists that Prime Minister Carney "caved" to American pressure. She added that President Trump's firm stand had protected American tech firms.
"Canada knew this tax would harm our businesses," she stated. "This is a wise correction." Trump had previously threatened to impose higher tariffs on Canadian products if the tax came into effect.
Markets welcomed the news. US shares rallied on Monday as Wall Street reached highs with expectations for enhanced trade ties increasing.
Mixed Reaction in Canada
Canadian businesspeople welcomed the decision. David Pierce of the Canadian Chamber of Commerce indicated that the tax would have increased the cost for businesses and consumers at a delicate moment for the economy. "This was the right call," he stated.
But not all Canadians agreed. Opposition leader Pierre Poilievre stated the prime minister should stand up more strongly for Canadian interests during future negotiations. Others contend that surrendering too hastily could damage Canada's position in future negotiations.
Tariff Pressure Remains
Even as negotiations proceed, the US has indicated that time is of the essence. Treasury Secretary Scott Bessent stated that if there is no agreement by July 9, up to 50% tariffs could be imposed on imports. Trump will meet this week with his trade delegation to determine tariffs for other nations that are not in negotiations.
Canada avoided sweeping US tariffs earlier this year but also remains subject to duties on exports such as steel and aluminum. With only weeks to go, to come to an agreement, both countries feel pressured not to have another trade conflict.
