Trump Announces “Major” US Pharma Tariffs Incoming

The Pharmaceutical industry breathed a collective sigh of relief last week. Republican President Donald Trump’s sweeping tariffs excluded pharmaceutical imports, even as other sectors faced the backlash. This came as a surprise to some as President Trump had previously indicated that bringing back US Pharma manufacturing was on his agenda. The President reinforced this on the infamous “Liberation Day” by declaring that the Pharma industry would not be spared.

What's Next for US Pharma?

At a National Republican Congressional Committee dinner, Trump announced, "We’re going to be announcing very shortly a major tariff on pharmaceuticals. And when they hear that, they will leave China. They will leave other places because they have to sell — most of their product is sold here and they’re going to be opening up their plants all over the place”.

For decades domestic pharmaceutical manufacturing has been in decline in the United States with many of the big players such as Pfizer, GSK and Norvartis relocating to countries such as India, China and Ireland. Chinese pharmaceutical exports to the United States in 2024 were $7.84 billion. While India exports to the United States have been as high as $9.8 billion making the U.S. the largest destination for Indian pharma products, accounting for 36.6%.

During the recent St Patrick’s day celebrations Trump criticised the European nation for “luring” away US Pharma companies. Ireland in particular is heavily reliant on its medicine exports to the United States. In 2024, Ireland exported $33.09 billion worth of pharmaceutical products to the United States, making it Ireland's largest export to the U.S. Politicians in Ireland have voiced a lot of concern regarding these announcements. If US Parma companies do relocate back to the US the consequences will impact a number of nations.

A Phased Approach?

US Pharma giants have been in lobbying overdrive since last week urging the administration to implement a more phased approach to the introduction of tariffs on medication imports as to rock the industry in the same way the sweeping and swift tariffs have sent global markets and manufacturing into a tailspin. They hope to have some time to relocated their manufacturing back to the US. However even in this scenario they would not be immune as they would still face tariffs on the raw materials needed to manufacture their products. The big US Pharma companies have some difficult choices to make in these uncertain times.
