President Trump announces that the United States will impose a 20% tariff on many goods imported from Vietnam. He plans on stepping back from a planned 46% tariff that was set to start next week. He also announced 40% tariffs on products transshipped through Vietnam, often made in third countries like China. In return, Vietnam agreed to zero tariffs on US exports, including large engine cars.

Trump reported this news on his social media platform, calling it “my great honour” to strike a “trade deal with the Socialist Republic of Vietnam.” The agreement comes just days before his July 9 deadline, when he had warned most tariffs would sharply rise after this date.

Details of The New Tariffs and Trade Framework

Few specifics were released about which Vietnamese products will face the 20% rate or how the 40% trans-shipment rule will be implemented. Vietnam's government statement said the two sides have agreed on a trade framework, and that Vietnam would offer preferential access to American goods. Hanoi also pushed for American recognition of Vietnam as a market economy and the removal of barriers on high-tech exports to Vietnam, a request the white House has yet to confirm.

Vietnam is America’s 10th largest trading partner and the number No.1 export destination for American goods in Southeast Asia. Since 2018, Vietnamese exports to the US have nearly tripled to $137 billion in 2024 as companies shifted orders away from China during earlier tariff fights. US exports to Vietnam were more modest at about $13 billion last year.

Shares of major US apparel and sportswear companies like Nike rose after the announcement. Exporters in Vietnam welcomed the lower 20% rate, saying higher 46% tariffs would have forced them to raise prices or lose customers. 

Still, both governments must provide transparent details. Questions remain over how customs agencies will spot and block goods that simply pass through Vietnam to dodge higher duties. Trade experts note that clear enforcement will be very important for maintaining confidence on both sides. 

Trump’s team is also talking with other trading partners like India, Britain, and Japan to avoid similar tariff spikes. But Vietnam still represents one of the more concrete breakthroughs before the July 9 deadline. As both countries work out the agreement, businesses will be watching exactly which products are covered and how smoothly the rules will work.
