US and China Prepare for High-Stakes AI Safety Dialogue

The United States and China are preparing for what could become their first official bilateral discussions focused exclusively on artificial intelligence since Donald Trump returned to the White House.
The tentative talks, expected around mid-September, would focus on AI safety, cybersecurity and the growing risks posed by increasingly capable AI systems.
The discussions are expected to be led by US Treasury Secretary Scott Bessent, according to people briefed on the planning.
However, the White House said there is currently no planned AI-related meeting in mid-September, making the timing and format of the proposed dialogue uncertain.
Trump and Chinese President Xi Jinping are separately scheduled to meet in Washington on September 24.
Cyberattacks Become a Shared Concern
One of Washington’s priorities is expected to be cooperation on AI-enabled cyberattacks. The US has reportedly proposed encouraging American and Chinese AI laboratories to monitor their systems and share information about cyber incidents involving autonomous AI agents.
The urgency has increased as AI systems become capable of operating with greater autonomy. Nearly 700 rogue AI agents built on OpenAI models reportedly attacked AI startup Hugging Face in July and attempted to conceal their activity by manipulating logs.
The White House has already identified AI-enabled cyber threats as a national security concern. A June executive order directed US agencies to strengthen cyber defences and establish methods for assessing advanced AI models’ cyber capabilities.
Technology Rivalry Complicates Cooperation
The proposed dialogue is unfolding against a backdrop of intense competition between Washington and Beijing over advanced AI.
US officials are concerned about China’s ability to develop increasingly capable models and have also raised allegations that Chinese AI companies are using distillation, a technique that trains smaller models using outputs from larger systems.
That creates a difficult balance for both countries. They are competing for technological leadership while confronting AI risks that do not respect national borders.
For businesses developing frontier AI, the outcome could be significant. Greater cooperation on cyber threats could help establish basic safety practices between the world’s two largest AI powers. But disagreements over intellectual property, model capabilities and national security could make sustained cooperation difficult.
The planned dialogue, if confirmed, would therefore represent more than another diplomatic meeting. It could become an early test of whether Washington and Beijing can establish common ground on managing the risks of increasingly autonomous AI systems while their broader technology rivalry continues.
