Singtel Puts Optus on the Block After Mounting Challenges

Synopsis

The Singapore telecom giant is in talks with potential investors over a sale of more than 30% of Optus, following several turbulent years for the Australian carrier. 

Singtel, Singapore's largest telecommunications provider, is reportedly in advanced negotiations to sell off a significant minority stake exceeding 30% in its Australian subsidiary Optus, a development that could culminate in one of Australia's most substantial telecommunications investment deals in recent years.

The stake sale being considered values the Optus equity in question at over A$2 billion, with the company's overall enterprise value estimated at around A$14 billion. Singtel indicated that discussions were still in progress with a number of potential buyers and no binding agreement had yet been reached.

Morrill, a New Zealand-based infrastructure manager, has emerged as the leading bidder and is thought to have formed a consortium with at least six Australian superannuation funds.

It is understood that the parties have already entered into a cooling-off period to facilitate further negotiations, although Singtel has qualified that discussions are still in their nascent stages.

A Strategic Shift After 25 Years

The proposed sale of a stake in Singtel Optus represents the largest divestment of control for Singtel since it acquired Optus outright back in 2001. Previously, the telecommunications giant announced in February this year that it was considering possibilities of bringing an Australian minority partner into Optus while retaining its overall majority stake.

Optus is currently the second-largest telecommunications operator in Australia, with more than 10 million mobile subscribers and extensive nationwide reach across consumer, enterprise and wholesale communications services.

The three leading mobile network operators (MNOs) in the Australian mobile market are Telstra, Optus and TPG Telecom, as highlighted in Australia's Competition and Consumer Commission (ACCC)'s Mobile Infrastructure Report of 2025.

Singtel posted an underlying net profit of S$2.77 billion for the period ending March 31, 2026, a 12% increase from the same period last year.

However, its reported net profit was much higher at S$5.61 billion due to exceptional gains, with Optus alongside Bharti Airtel (India) and AIS (Thailand) forming the group's major operating segments.

Ongoing Regulatory Scrutiny

The pending sale of the Singtel Optus stake comes at a time when Optus is already under considerable regulatory scrutiny.

The Australian Communications and Media Authority (ACMA) has instituted proceedings in the Federal Court against Optus Mobile Communications on the grounds that it failed to redirect 1,005 emergency calls to the Triple Zero service network during a national network outage in September 2025.

The Australian regulatory framework permits the imposition of civil penalties by ACMA in such instances.

The proposal to sell a stake in Optus follows a number of years that have presented significant challenges for the company, including a major cyberattack in 2022 that affected approximately 9.8 million customers (current and former) and a nationwide network outage in November 2023 that brought its mobile, broadband and emergency communications systems to a standstill.

The consequences of those two events necessitated customer compensation programs, comprehensive investigations, and extensive executive changes.

Institutional investors are becoming increasingly drawn to the consistent cash flows generated by the telecommunications sector. Australian domestic pension funds are among the largest infrastructure investors, managing a total of over A$4.2 trillion in superannuation savings, according to the Association of Superannuation Funds of Australia (ASFA).

As discussions regarding the potential stake sale in Singtel Optus continue with various parties, the telecommunications group has reiterated that the completion of the transaction is not certain.
