Taiwan’s startup ecosystem has been ranked second worldwide in the Global Entrepreneurship Monitor (GEM) 2025-2026 Report, placing ahead of several major economies in the latest assessment of business conditions for new ventures.

The report’s National Entrepreneurial Context Index, which evaluates the quality of a country’s startup environment, gave Taiwan a score of 6.5 out of 10. The United Arab Emirates ranked first with 7.0 points. The study assessed 53 economies based on factors such as government policy, infrastructure, access to funding, education and market openness.

Strong Performance Across Policy and Infrastructure

The GEM report found Taiwan performed well in areas including administrative efficiency, physical infrastructure and professional support services. It was also one of four economies rated “Excellent” in both artificial intelligence awareness and business sustainability priorities, alongside the United Arab Emirates, Norway and Sweden.

Government officials said continued reforms, funding programs and international partnerships have supported startup formation. Data cited in the report show that more than two-thirds of startup founders in Taiwan are aged between 35 and 64, reflecting a mature entrepreneurial base.

How Taiwan Compares Globally

Saudi Arabia ranked third in the GEM 2025-2026 report, followed by Lithuania and India in the top five. Among advanced economies, South Korea placed eighth, Japan 17th, the United States 20th and Germany 24th.
