Ukrainian President Volodymyr Zelenskyy has appointed military intelligence chief Kyrylo Budanov as his new chief of staff following the resignation of aide Andriy Yermak.

Budanov, 39, said his priority would be strengthening wartime security coordination while supporting Ukraine’s diplomatic efforts as the conflict continues.

Yermak stepped down after allegations connected him to corruption within the energy sector. Announcing the change, Zelenskyy pointed to Budanov’s background in defence planning and negotiations as central to his decision.

From Intelligence Chief to Chief of Staff

Kyrylo Budanov, 39, has led Ukraine’s military intelligence agency, the GUR, since 2020 and emerged as a prominent wartime figure following Russia’s full-scale invasion in 2022. Appointed at the age of 34, he is a graduate of the Odesa Military Academy and previously served in Ukraine’s special forces.

Budanov has frequently been linked by Ukrainian officials and media reports to covert operations inside Russia, helping cement his public profile during the war. President Volodymyr Zelenskyy said Budanov was chosen for his specialised experience in security and diplomacy.

Describing the new role as both an honour and a major responsibility at a historic moment, Budanov acknowledged the challenges ahead. He has also confirmed cooperation with the Central Intelligence Agency, including US training and medical treatment at Walter Reed National Military Medical Centre.

As Budanov moves into his new position, Oleh Ivashchenko will take over leadership of the GUR.

Yermak’s Corruption Exit

Andriy Yermak resigned on November 28 after anti-corruption investigators searched his home over alleged kickbacks linked to Ukrenergo. Authorities said the investigation focused on suspected corruption in wartime energy procurement.

As President Volodymyr Zelenskyy’s closest ally, Yermak had become a powerful gatekeeper, controlling access to the president and sidelining internal critics. Over time, his influence made him one of the most divisive figures in Kyiv’s political circles.

Zelenskyy accepted Yermak’s resignation as part of a broader reshuffle of senior officials. The chief of staff position remained vacant for several weeks before being filled, a move aimed at restoring political and military coordination at the highest levels of government.

Strategic Shift Amid War

President Volodymyr Zelenskyy said the appointment of Kyrylo Budanov is meant to strengthen coordination across Ukraine’s security services, armed forces, and diplomatic channels.

The timing coincides with renewed US-mediated peace discussions, which officials have described as approaching a critical stage. Budanov’s close ties with US and European security officials are seen as an advantage as talks shaped by shifting political dynamics in Washington continue to evolve.

Analysts say the move points to a sustained emphasis on intelligence-led and unconventional warfare rather than direct, large-scale battlefield engagements. Zelenskyy has also suggested the change is part of a broader reshaping of Ukraine’s national security leadership.

As part of the wider reshuffle, Oleh Ivashchenko has assumed command of the GUR, while officials have discussed Mykhailo Fedorov as a potential candidate for defence minister. The changes come as the war enters its fourth year.
