Major Policy Reform Could Pass Parliament With a Conscience Vote, Labor MP Says
Synopsis

A senior Labor MP says a major policy reform in New South Wales could pass parliament if members are allowed a conscience vote. The proposal has gained momentum across party lines, with several MPs signalling they may break from traditional voting blocs. Supporters argue the reform addresses an urgent public need, while critics warn of political and social implications. The conscience vote approach is increasingly being discussed as a path to secure passage. Debates are expected to intensify as the bill moves closer to the parliamentary floor.

A renewed national debate around major public-interest reforms is gaining momentum, with Labour MP Dr Mike Freelander stating that a significant nationwide policy change would pass federal parliament if a conscience vote were allowed.

Dr Freelander, the Macarthur MP and long-time paediatrician, said there was "consensus we need to act" as more Australians face the consequences of unaddressed public health and social wellbeing issues. He compared the current moment to earlier national movements where Australia took bold steps for societal protection.

"If there were a conscience vote given in the parliament, I have no doubt we would move these reforms forward," Dr Freelander said. "This is a public health issue, and the impacts on families are real."

Growing unity across parliament

Dr Freelander is working alongside Liberal MP Simon Kennedy and Independent MP Kate Chaney, who co-chair a revived multi-party parliamentary group focused on minimising harm and strengthening community protections.

The cross-party alliance has stated that political divisions are minimal and broad agreement exists across Parliament. The primary challenge, they say, is the lack of urgency from federal leadership.

Mr Kennedy criticised the slow pace of action on long-standing recommendations from a major 2023 inquiry, saying: "There is a unity ticket in this parliament for serious reform. Australians deserve more urgency."

Ms Chaney added that community sentiment is clear: "There is broad support across the political spectrum for serious reform that protects Australians and strengthens national safeguards."

Advocates call for national consistency

Reform advocates and policy leaders will present new research in Canberra this week, highlighting the need for a national regulator to replace the current fragmented system that varies significantly across states and territories.

Key concerns raised include:

  • Inconsistent oversight from region to region

  • Gaps in national protections

  • Vulnerable groups are being disproportionately affected

  • A need for a unified national strategy backed by strong evidence

  • Advocates argue that a national regulator would close loopholes, restore public confidence, and ensure that Australia's framework reflects modern community expectations.

Movement inside Labour is gaining momentum

Support for reform is also rising within the grassroots of the Labour Party after the formation of Labour for Reform, backed by senior party figures and Unions NSW chief Mark Morey.

Mr Morey said the group has already begun mobilising support across local branches, adding: "We have a unique ability to drive change from inside the party. The stories we hear from communities demand urgent action." The group aims to have the reform formally added to Labour's national platform at the July conference.

Government stance

A government spokesperson said Labour has already delivered major public welfare and consumer protection measures, including new national safeguards, stronger compliance systems, and more transparent reporting requirements.

However, advocates and MPs argue that much more is needed and that Australia is at a turning point.
